Rear Admiral Richard V. Timme, U.S. Coast Guard (Ret.)

Rear Admiral Timme is the President of VXMarine, providing expert services to the maritime community by identifying and implementing solutions to strategic, operational, and commercial challenges. Services include shipbuilding, port construction, systems engineering, IT/Data Analytics, port security, and training.

Rear Admiral Timme brings more than 30 years of experience leading operations, national policy development and federal budgeting in the areas of maritime safety and security. His extensive domestic and international leadership, administration, and governmental relations experience helps clients navigate complex regulatory and policy issues across industry and government. 

As the Coast Guard’s Assistant Commandant for Prevention Policy, he led the development and implementation of international and national policy, standards, and programs to promote Marine Safety, Security and Environmental Stewardship. He oversaw US Coast Guard programs to include Waterways Management, Navigation Safety, Ports and Facilities, Mariner Credentialing, Vessel Documentation, Casualty Investigations, Commercial Vessel Inspections, and Port State Control. 

During his time as the Commander of the Eighth Coast Guard District, he was the senior executive responsible for all operations across 26 states, including: all ports and waterways along the gulf coast from the FL panhandle to the TX/MX border; the Ports of Houston, New Orleans, and Mobile; the Gulf of Mexico and Outer Continental Shelf; and the Mississippi, Ohio, and western river systems. 

As the Coast Guard’s Budget Director under the CFO, he developed and advocated for the agency’s $12B budget. He was responsible for the review and advocacy of all programs as well as advising Coast Guard leadership on national security policy, the resourcing of strategic priorities, capital investments, and Congressional, OMB and inter-agency engagement strategies. 

Rear Admiral Timme served as a Secretary of Defense Executive Fellow at McKinsey & Company in their public sector practice. He holds master degrees from the National War College in National Security Strategy and from the George Washington University in Public Administration. He is a graduate of the United States Coast Guard Academy where he received a Bachelor of Science in Government.
